Special Town Meeting Warrant
Hampshire, ss:
To either of the Constables of the Town of Middlefield in the County of Hampshire,
GREETINGS: In the name of the Commonwealth of Massachusetts, you are hearby directed to notify and warn the inhabitants of said Town qualified to vote in Town affairs, to meet on March 29, 2025, at 10:00 am at the Middlefield Town Hall, 188 Skyline Trail in said Middlefield, and there to act on the following articles:
ARTICLE 1: Town Hall Asbestos Flooring
To see if the Town will vote to revise the vote taken under Article 6 of the April 13, 2024 Special Town Meeting, at which the Town voted to appropriate $208,809 for removal of asbestos flooring from Town Hall and the purchase and installation of replacement flooring using previously appropriated funds, Federal ARPA funding, and FY2024 Free Cash, by reducing the total appropriation, clarifying the transfer of previously appropriated funds, and eliminating reference to ARPA funding, so that it provides as follows:
Moved to appropriate the total sum of $129,000 for the removal of asbestos flooring at Town Hall, and the purchase and installation of replacement flooring, including all incidental and related expenses, with $49,000 to come from that appropriated under Article 3 of the March 25, 2023 Special Town Meeting, and $80,000 to come from Free Cash.

Selectboard Note: Please refer to previous article as noted below:
ARTICLE 6: To see if the Town will vote to spend up to $208,809 to remove and replace all asbestos flooring in the Town Hall dependent on competitive bidding. Funding to come from $49,000 previously appropriated at the 2023 annual town meeting, $79,809 in Federal ARPA funding, $80,000 from Free Cash, with any balance of funding remaining at the completion of the project to go into the General Stabilization account; or take any other action relative thereto” (emphasis added).
However, that $49,000 was not previously appropriated at the 2023 Annual Town Meeting as indicated, but rather at the March 2023 Special Town Meeting (under Article 3).

ARTICLE 2: Senior Center Free Cash Transfer
To see if the Town will vote to transfer $80,000 from Free Cash to make repairs to the Senior Center, including all incidental and related expenses, or take any other action relative thereto.
Selectboard Note: Money that was previously slated from ARPA funds for the Senior Center needed to be obligated by December 31,2024 pursuant to federal law. As such, all funds were used on the Town Hall Replacement Floors Project, as that project was ready to pay invoices.

ARTICLE 5: Senior Property Tax Work-Off Program Increase of Maximum Reduction
To see if the Town will vote to increase the maximum real estate tax reduction allowed under the Senior Property Tax Work-Off Program, established under Article 24 of the 2016 Annual Town Meeting pursuant to G.L. c.59 §5K, to $1,000 per tax year, or take any other action relative thereto.

ARTICLE 6: Establishment of Veterans Property Tax Work-Off Program
To see if the Town will vote to accept G.L. c.59, §5N, which authorizes the Selectboard to create a Veteran Property Tax Work-Off Program; provided, however, that the maximum real estate tax reduction shall not exceed $1,000 per tax year, or take any other action relative thereto.

ARTICLE 7: Payment of Professional Services Bill
To see if the Town will vote to transfer $5,000 from Free Cash to pay invoice number 4201 from Eric Kinsherf, CPA, relative to completion of the FY24 Schedule A, or take any action relative thereto.

ARTICLE 8: To see if the Town will vote to transfer from free cash the sum of $1504.20
to pay a prior year bill for post office rent broker, or take any other action relative thereto.

ARTICLE 9: To see of the Town will vote to transfer from General Stabilization the sum of $128,500.00 for the purpose of purchasing a 2025 Freightliner MM2 Plow Truck for the Highway Dept, or take any other action relative thereto.
(Commentary ): the total cost of the Plow truck is $256,514.00; the balance of the truck will be paid from Chapter 90 funds. The funds were previously allocated as $100,000 from Chapter 90 and $160,000 as a borrowing authorization. The borrowing authorization will be rescinded if this article passes.)
#2 - To see of the Town will vote to rescind the borrowing authorization voted at the 5/4/24, FY2025 Annual Town Meeting, Article 25, authorizing the borrowing in the amount of $160,000 for the purpose of purchasing a 2025 Freightliner MM2 Plow Truck, or take any other action relative thereto.
